Check your street first

Only part of each barrio is covered. The council's new-zone map marks Opañel Phase I and San Isidro Phase II, with a start date of 3 November 2026.

In Opañel, the perimeter follows Avenida de Oporto, Antonio Leyva, General Ricardos, Mercedes Arteaga and Portalegre. The San Isidro extension is bounded by Paseo de San Illán, Puente de Toledo, General Ricardos and Comuneros de Castilla. Use the map to locate your address rather than assuming the whole barrio is included.

What a resident permit covers

SER is Madrid's regulated street-parking service. A resident authorisation lets you use green spaces in your authorised barrio without a time limit, and blue spaces there from 8pm to 9pm.

The standard service hours are Monday–Friday, 9am–9pm, and Saturday, 9am–3pm; Sundays and public holidays have no SER service. Check the signs at the space, including any separate restrictions.

Check eligibility before applying

You need to be on the padrón, the municipal address register, at an eligible address. Your vehicle normally needs registration for Madrid's IVTM vehicle tax; company-owned vehicles have specific exceptions. The official requirements also cover environmental classification and restrictions for holders of municipal residents' garage spaces, known as PAR.

For an ordinary car registered in your name with the DGT, Spain's traffic authority, use “Alta autorización SER” on that procedure page or call 010 (91 480 00 10). The online application form was accessible when checked on 4 November.

Renting and leasing cases cannot use that online route. Contracts in an individual's name can be handled at Línea Madrid citizen-service offices without an appointment; other cases, including company-car benefits and usufruct, need the specialised office at Bustamante 16. Follow the procedure page's appointment instructions for your case.

Cost and activation

The base resident fee is €2.05 per month or part-month, or €24.60 per calendar year, with reductions of 75% for ECO and 10% for C-classified vehicles. The council's FAQ says monthly authorisations use calendar months, not rolling 30-day periods.

If you pay through a collaborating bank, activation can take several days. The city says a citizen-service office can activate the authorisation on presentation of the bank receipt. Check that it is active before relying on resident parking.
